Your organization is TRANSITIONING from one business state to another, while you are actually IN A CRISIS MODE (e.g. loss of staff in critical function, hiring freeze...) preventing you to perform the change or guarantee the deliverables internally. You need to TEMPORARILY DELEGATE A FULL PROCESS OR ROLE from A to Z (integrated) TO AN EXTERNAL PARTY.

Examples:

Your company wants to open a new country location. You need someone to take care of the set up formalities. The regulator is imposing some new reporting rules as of next year. You need someone to look at the topic and ensure to prepare your company to the new obligations (set up of a reporting system & control mechanisms, communication to employees, ensure documentation...) Your HR Director has left the company. However, you have critical business operations that require daily senior HR assistance. You need a transitioning HR Director ad interim until you have staffed the position succession permanently.
